Looking to build a gaming PC, mostly for GTA 5 with mods.

Kinda depends, the gpu is a good card for it's price. I am sure that you could get better for your money, like a used card like i did. But here is a video of the card in Gta v, if you have a good CPU then you should be good to go.
An R9 380 would be a wiser choice IMO.

I personally would prefer a Radeon. I own an AMD Radeon R7 360 Series and it runs all my game with ease. The video card you have listed is pretty good as well.

There's not really a comparable AMD card to the GTX 950. The 360 is an entry level GPU. The 370 is pretty good, but it doesn't match the 950's performance, and the 380 is a little more expensive than the 950, but a good bit better. Your best option is to try and squeeze an R9 380 in, if you can afford it. Otherwise, the 950 is your next best choice.
