This problem randomly started happening about an hour ago, I wrote it off as a browser bug but it seems to be more than that. Anytime I press down my middle mouse button to bring up the scroll cursor it quickly flashes on my screen and goes away, the same thing happens when I alt tab. The menu pops up for a very quick moment and vanishes, not even quick enough to do anything.
If anyone has a solution I'd appreciate it because I'm starting to get pissed off, thanks.

Also just noticed that my windows button isn't working either, basically all shortcuts aren't working.

Try eliminating all the hitchhikers. Clear your cache, cookies, etc. If that doesn't help, reinstall your browser. Does this happen with just one browser or multiple browsers?

No? I mean, feel free to go though all these topics. Most have been solved by a member on here or atleast helped. The forums is the best place for help for a few reasons
Multiple people can chip in ideas
People can learn just by reading
