I just got the Radeon R9 390 and before had the GTX 960. Now I play a few games that need to be locked FPS so my CPU doesnt go high. I used to use Nvidia Inspector and capped my FPS at 60 for all my games. This would decrease my CPU Usage by about 40% so theres less pressure on the CPU because its less FPS. I downloaded RadeonPro and capped my GTA 5 to always on (I cant find an option to actually cap it at something) and I am still getting high CPU? Help (This is for games and yes I understand some games need a good CPU which I have a decent one i5 4690k but GTA5 is the only game I have a problem in.) help!

Just let it go there isn't going to be a huge difference between capping it and just letting it try for the highest. Lower the graphic settings

Any particular reason you don't want your games to use a 'high' amount of CPU usage?

Well forget about that issue and the reason why I want to cap it is because it is actually capping my whole cpu where I actually lag in game. But now I need help with this yellow fps counter in every game I open? How do I fix that?

Yellow fps counter? Fraps? GPU monitoring software?

And once again if anyone knows a program that FULLY caps your FPS to whatever for whatever game please tell me! I had Nvidia Inspector and worked like a charm but now I have a new AMD card.

honestly,

as long as you keep your cpu under 65 degress, and dont overclock extremely high

you wont see a decrease in life no matter if its being used or not

its still doing work at 40%

thing that killls components is heat
cpus are meant to work
