I'll share my input since I own both of them, honestly the games have a big gap between the play styles. And truthfully if you have friends you like to play with get which one they like more, as for which one has more players on it I guarantee that Black ops has more players so finding groups might not be as hard. If I had to pick I'd probably pick Black ops just because Halo is missing some of its fun content like Forge, and the maps are kind of shitty outside of Warzone. So if you want the one with more content I'd probably do Black Ops.
