I would like to overclock in order to get better FPS and performance... would this be the right thing to do?

You'll get some benefit yes assuming you already own a unlocked sku and decent cooling it's free performance.

Depending. Normally yes but it depends on the games you play and what your overclocking. More detail please if you want a better answer.

I have an i7 4790k, GTX 970 (which I think isn't doing me a good job...) Asus Maximus VII Ranger Mobo and Zalman Extreme LQ320 CPU Cooler with 16 GB of RAM

I couldn't play ArmA 3 smoothly, or ARK. I sometimes drop to 45 FPS on H1z1 and on a free to play game called Ghost Recon Phantoms I was getting 47...

So you don't think it's worth upgrading because of that? I didn't even like ArmA or ARK but I have 500 hrs on h1z1 and it hasn't been bad but I feel that it should be running smoother on a system like mine

It's the game itself its not optimized fully yet.. upgrading your system would be a waste of money.
