For the people who can't download it because it stops the download after one minute, this worked for me.

I changed my location to Brasil, restarted the xbox, told it to redownload, let it download and then changed my location back to the US (or what ever country you're from) and it works fine. Enjoy BO3!

Did you try what the OP said? Change your region to Brazil then enter the code, it will start to download on you Xbox, if it gives you trouble downloading then do what I said a few posts ago.
