Im not going to rate it but i will say something.
This is a 2 min job, open photoshop, make a layer drop a background in and write to lines of text on top.

I made the entire piece.
The background is brush work.

I think thats a 10, because he said he did the whole piece and i trust him.

Love the brushed background with the little sunburst at the middle bottom of the background. Love the fonts you used(Very nice and clean) and also the glare/shine in the text effect is nice(The white and grey colours in the text).

Overall rating would have to be a 9/10 as you could of added more to it though I suppose it is what the client wants so if the client loved it then you've done a good job for them so bump that up to a 10.

Love seeing your work, great designer and seem like a great guy.

Honestly, I like it.
The text looks nice, simple, and clean.

However the background is a bit open, and plain.

Overall, it doesn't look bad.
I'd say remove the radiating shadow thing from the bottom center... It **** with the flow.
