Besides, Mexico's entire military is half of the size of the US's reserves. Weapons alone wouldn't be enough.

I don't know if it can be reliable, however, upon searching, I found other articles about it. What has me interested though, is there are a few articles about Chechnya threatening to arm Mexico, almost all of these articles, whether Russia or Chechnya were posted last month, so I'm guessing that these sources with "Russia arming Mexico" are taking articles from before, rewording them and posting them as "recent" to start some fear-mongering.
