You do. Xeon's are basically just i7's without the iGPU or overclocking. Whether you're going to benefit from the 16GB RAM, 8GB will still be fine. You can easily and cost effectively add 8GB RAM when you have more money, instead of having to replace other components earlier. Just grab 8GB for now, use the extra money for better components elsewhere and add the other GB when you can.

I'd do something like this;

Use the money saved to get a better PSU.
t's all still going to match your colour scheme, and the strix 970 has a backplate. The MSI 970 does not. The Kraken X61 is good. Spend a bit more for it if you wish. Keep in mind, you'll have to front mount your rad in the S340.
