Apple's programming language for apps is Objective-C.

The only way I know of coding iOS apps is on a Mac using the Apple made program X-Code.

Since iOS 8 apple uses Swift, which is like Objective-C but modified. Apple as a book on the app store that will teach you the basics of Swift for free.

I recommend books over tutorials on youtube.

You can make iOS apps on Windows, but it requires a few more things.
If you don't want to shell out the money to purchase a Mac just for iOS development (who does?). You could always just install OSX on a virtual machine, or even install a modifed ISO of OSX on to your PC. It is less work than it seems, worth it in the long run though.

Doesn't cost money until you deploy the app to the app store. In the long run $99 is not a big deal.

I wouldn't give up on something because it takes a bit of work.. If you really wanted to make apps then why give up on it.
