Right so my current specs are:

CPU: AMD FX-8350
MOBO: ASUS M5A99X EVO R2.0
RAM: 8GB KINGSTON DUAL-DDR3 1600MHz
GPU: NVIDIA GEFORCE GTX 970
PSU: CORSAIR 550W
PSU COOLER: Corsair H55 Hydro
OS: WINDOWS 7 Premium 64 bit

I don't feel like it is good enough! So I feel like and was wondering if you think I should upgrade to this:

CPU: Core i7 4790k
MOBO: ASUS Z97-PRO GAMER
RAM: 16GB KINGSTON HYPER-X BEAST DUAL-DDR3 2133MHz
GPU: NIVIDIA GEFORE GTX 970
PSU: CORSAIR 650W
PSU COOLER: Corsair H60 Hydro
OS: (NOT SURE IF I SHOULD STAY WITH WINDOWS 7 OR GET WINDOWS 8 PLEASE HELP DECIDE!)

So yeah, that is what I am about to build... Any genuine recommendations before I proceed?

First off, what is your main purpose for the computer? If it is primarily gaming then there is no need to get an I7 nor 16gb of ram. I would also stay away from that Corsair PSU and go for something like an XFX one.

Yes for gaming, but my current CPU is going to struggle soon and I'd rather just get one that can EASILY run top games at the moment... same goes for ram, I'd rather just get it and have a good solid rig that can run stuff with ease. What's wrong with the PSU?

Um. You're only gaming, grab a 4690k and you'll be fine. The H60 isn't even an upgrade over the H55. If you're willing to spend that much on useless upgrades, grab a good cooler. There is no chance in hell that you need 16GB RAM for gaming, but if you must, add another 8GB RAM, don't replace your current 8GB with a different set of 16GB, that's just a waste of money. A 550W PSU would be more than enough, you want a better quality PSU, not a higher wattage.

Yeah but the thing I forgot to mention is I'm giving the current specs PC away and getting an entirely new one... So I was wondering if getting those parts would build a solid rig that can run Minecraft and DayZ lag free.
