I think the answers pretty self-explanatory. They don't want people going and rep-boosting.
They also don't want people spamming accounts because it just wastes usernames.
Finally why would you need more than one account?

why would anyone really need more then one account for everything like really are you not happy with your name? if so get gold and change it

Several reasons.

One example
Member AA is selling his Xbox-Jtag-SuperDuper wizzbang ultra haxor machine for $XXXX
He posts on another account saying that AA is "Legit".
He posts again on another account that AA is Legit.
Other members see that other members have vouched that AA is a legit seller.
Member buys the Xbox from AA because he saw people vouch for AA.
User is scammed = Crocodile tears


To ensure that everything is kept above board and legit the rules are enforced, this includes that members can only have one account.
