for some reason I'm stuck at an 86 overall and I Can't increase it any more... How do I get to a higher overall?

Either that is what they cap your position (doubt it) or you just aren't high enough upgraded. Just keep upgrading skills.

I've been upgrading my skills but I can't upgrade it anymore. I don't understand the leVeling system in this game.

You have to acquire and upgrade your badges that you earn from the game as well.

You have to earn more upgrades to continue to increase your rating.
