For 399 I honestly think its a decent steal now, but i barely play my 360 anymore because im not really interested in video games anymore except for the annual Madden and 2K

If you're not very interested in video games anymore, i'd suggest not buying another console. Seems like a waste to me.

If you don't play Xbox anymore I don't really see the point in buying it. If it's something that you would play frequently and not a issue money wise I would go ahead and buy it.
I wouldn't expect a price drop anytime soon so there really isn't a point in waiting on one. There seem to be quite a few games that look good and are going to be released within the next few months so I would also keep that in mind if I were you.

I have xbox one and ps4 not forgetting the Wiiu!
I would defiantly get a xbox they are really good consoles! Under rated too shame tbh. Anyway yes get one unless u want to play games like uncharted 4 the last of us remastered little big planet 3 etc etc. xbox one sunset overdrive!

Depends on if you're going to play it a lot.
Without more than 5 games you will get bored FAST.
If you're planning to upgrade before everyone, then yes!
