I believe they can, but they don't it would be a huge waste of time and they would need a HUGE staff in order to do so. I think they do to certain people, but not just everyone or anyone.

I don't think they watch your every move. But, more than enough. If they know enough to say what you're gonna say before you even say it, its just too much.
