This honestly sickens me to think that someone out there would do this. TV shows these days show a little to much to some people like the TV show "I almost got away" which gives the suspect a little bit of a lead and information about how he can get away with it. I have read that Dexter is sort of based off this murder as well which is terrible as well.

A mass burial ground was discovered by divers near Henderson, Kentucky yesterday, after a local man walking his dog had alerted police that he thought he saw someone floating down the Ohio River.
Police searched the area, and discovered at least 17 bodies in different stages of dismemberment and decay. The bodies were all found wrapped individually in plastic bags.
This could be the most prolific, active serial killer in the United States. Said Captain Owen St. Pierre of the Henderson police department. Two of the bodies identified so far have been determined to have extensive criminal records; we are considering the possibility that these murders could be inspired by the television series Dexter.
Dexter, which ran for several seasons on the cable network Showtime followed the story of a serial killer who only killed criminals.

Yes this is a bad thing to see and hear about as there were lives lost, but the extend of their criminal behaviour may have influenced the killings as stated above. Therefore, depending on what they may have done could the killing be justified ? For example, a rapist has ruined someone's life so the killer could have ended theirs, just ? Maybe

In my opinion, the 'rapist' should definitely be given the death penalty. However, the mad man running around trying to kill them clearly has a mental problem and needs to be put in jail for a long time, if not that then for life.
