Text Tutorial:
1. Go to the boat ramp at the Helipad
2. Take out a gun and lean up against the bulkhead (wall)
3 . Walk to your left until your gun is completely under water
4. Press the left trigger to aim, and your character should put his weapon away immediately
5. As your character is standing back up from being crouched, walk up the boat ramp out of the water
6. When your character stands back up, walk out over the water, you will be floating!

Depends how high you walk up. If you go up a set of stairs you can literally make a stairway to heaven and walk up into the clouds
