I don't think he should have to pay it all back.

I think that he shouldn't pay it back, it was the banks fault. The bank should pay back the right person and should update their system somehow so something like this doesn't happen again

It's not "stealing" that's just like someone giving you money, the right thing to do would be let them know of their mistake but it's their fault if he didn't shouldn't be his they need to pay attention to what they're doing that's what they're paid for

I feel like it wasn't his fault of getting the money but at the same time it's his fault for spending most of it and not contacting the bank for the issues.

In Australia there was a glitch in the banks allowing people to withdraw endless amounts of cash, they said they will be getting every penny back, 4 years later....

He obviously would have to pay back what he spent. You can't just spend $31,000 of someone else's money even if the bank accidentally gave it to you.

I blame the kids parents for not telling him to spend any of it.

I would just withdraw all of them and i'd say that it was their mistake
What i would do with 31k?

I would go traveling somewhere maybe somewhere in America. I've always wanted to visit America.

I would repair my current car or buy new one.

They can't make him repay for their mess up without some sort of legal battle. Else that's just harassment. And I assume he spent it all on pointless materialistic crap? No teenager would think 'lets invest this' or 'let me use this towards my future'. In that case, I'd really have no sympathy if he was forced by law to pay back. It was an idiotic and childish move on his side. The money doesn't belong to the bank. It belongs to the man who deposited it for HIS account. The bank is just that, a bank. Obviously an idiotic mistake on the banks side. But still an even bigger one on the teens side.

When you see a lot of money in your bank account that shouldn't be there you should talk to the bank before you spend it. Once you spend it you have to pay it back.
