IIGIFTGOLD wrote I had a similar issue before and resolved it by deleting my Profile from the HD and then re-downloading it. Give this a go.
That's the thing my profile is deleted and everytime I download the bar will go half way then the error will come up so I can even play GTA V offline or anything.

You need to take yourself to the following link: [ Register or Signin to view external links. ]

If none of this works then you need to get in contact with a Microsoft Support Representative via their support section.

If you look up the error code your provided, the worst case scenario would be that your Microsoft Account would be blocked for some reason. Right now it seems like the Xbox service may be down according to most users posting here.

Part of the Xbox Live service is down at the moment, recovering accounts isn't possible due to maintenance on the Xbox Live servers. Wait until tomorrow to re-download the account. As for the home pages and everything your anti-virus is going haywire. delete whatever you're using and download a trusted AV service, I use Webroot (Costs $) but a free one that still works great is Malware Bytes

As IIGIFTGOLD stated, you might have adware on the pc part. For the xbox part of it, you will need to go to the dashboard and reset the network settings to factory default. It will only reset the networks that you can connect to and are saved on the xbox. Once set to default, you can then restart the xbox and connect to your internet. If that is not the problem, you can go to the xbox website and sign in. Go to your account and scroll down. It should say delete profile from all consoles or something like that. Click it and change your password. If the situation persists, then pm me. I will try to help you there.

Simple thing to do. Create a back up of your computer then do a fresh install and then put your back up cd into your computer reinstall and then download sandbox you will be fine from that point on.

from xbox website:

To resolve this issue, follow these steps:

Visit Microsoft account.
Note If you've forgotten your password or cant sign in by using your password, Reset your password.

Click Edit security info.
Verify your security information. For example, verify the Phone number, Alternative email address and Security question information.
Sign out of your Microsoft Account, and then sign in again.
Try to sign in to Xbox Live again.
Solution 2: Clear the System Cache

Press the Guide button on your controller.
Go to Settings and select System Settings.
Select Storage or Memory.
Highlight any storage device, and then press Y on your controller. (It doesn't matter which storage device you select; the cache will be cleared for all storage devices.)
Select Clear System Cache.
When prompted to confirm storage device maintenance, select Yes
Solution 3: Move and then re-download your Xbox Live profile

Format a spare USB flash drive as a Memory Unit.
Move your profile to the USB flash drive that you formatted in Step 1. To do this, follow these steps:
Plug the USB memory stick into your console.
From the Dashboard, go to settings, and then select Storage.
Select All Devices.
Select Gamer Profiles, and then select your gamer profile.
Select Move.
Select the Memory Unit that you want to move your profile to.
Remove the USB flash drive or memory unit from your console.
Re-download your profile. For information about how to re-download your profile, see Download, move, or delete your Xbox Live profile
Solution 4: Go to the Microsoft account support page

If you still experience this problem after trying the solutions above, go to the Microsoft account page for more information.

If you still experience the problem, contact Xbox Support by clicking the Contact us link at the bottom of the page.

Just saying, if you can get access to your account on the XBOX website, I suggest you visit this link,

[ Register or Signin to view external links. ]

This will show when you profile has been accessed on a different console. It will have a date and if the date is recent I may believe that you have been hacked,It should be shown like;
