Is it required by law to answer a question that a teacher asks.
I was just curious I have seen this a few times and wanted to know.

Of course not. There is no law for you to actually attend class i dont think. Maybe one to attend school but not specific classes

Of course not, you can choose when and when not to speak. No teacher can take that right away from you.

Why don't you know this? Everyone over the age of 10 should know this from watching all of this CSI, Law & Order, etc shows, not to mention it is actually taught in middle school.
