will the elgato record less than 1080p with dual core processor 1.4 GHz or do i need 2 GHz for it to work at all?

You will probably get a little less frames, that is what happened when I recorded with my HD PVR on something less than 2ghz

you can check the settings but you can record at 720p too.just click that button ontop and click settings then change it.

The AMD E series of CPU products is extremely sluggish and is only oriented with budget laptops and desktops. One of my friends tried using Elgato on an E1-1200, it lagged badly.
