my current channel cannot be apply due to some complications, however it is more than eligable to be a candidate for this

i was wondering if i could create a second channel and have it be judged based on the analytics of my original channel?

Unfortunately not. You'll have to create a new account and get some views on their first, then apply. If your main channel is doing good I would suggest promoting your new channel on there.
