why is it that when i watch videos on gta4 mods there modding tbogt but it shows that they have the original disk in

When you put EFLC (Episodes From Liberty City) disc in it comes up as GTA IV.

could i download the Episodes From Liberty City game files and make a modded disk and it work because i only have the original disk?

You need the original copy of GTA IV EFLC to do mods.
