Honestly a good 850w will run two GPUs easily. I recommend the Seasonic 850w.

Since you have cleaned it up and put it back together, have you fired it up? does it run quicker?
also is it intel pentium?It looks like socket 775. It might be Pentium or it could be a Core 2 "

Have you tried Windows key+R to open Run? If you do get it open try "command" or "command.com" That will open up an alternate CMD.

A 900w or any wattage power supply doesn't supply a constant 900w to the components. The rating you see is the maximum output it can deliver.
