Tutorial:

1. Get A Torch or A Wooden Door.
2. Go Under Water And Place The Door Down And Go into it. Or go to some blocks that are the same height as your character and place a torch there and you'll regain your water bubbles.
3. Now you can survive under water forever if you do this properly!

it will break but just put it back up and it will replenish your bubbles and your alive.

Placing a torch at your head on a block also works well.
