The normal flames are a special code you get with the legendary edition.
You can't get the blue flames at all anymore.

Halo 3: Impossible, unless your a bungie employee or you could have had it for one year in 08-2010 I think.
You can get recon by completing all vidmaster achievements in halo 3 and ODST.

Reach:If your talking about halo reach, you had to pre-order the legendary edition of Reach and you got a code.
